Digital sovereignty and taking back control: from regulatory capitalism to regulatory mercantilism in EU cybersecurity

In recent years, we have been able to observe the emergence and mainstreaming of an EU discourse on digital sovereignty, which highlights importance gaining back control infrastructure technological production, based EU's perceived loss economic competitiveness, limited capacity innovate, high degree dependence foreign infrastructures service providers and, related all these factors, difficulty in providing citizens with a level cybersecurity. Bearing mind that considerable percentage are under private sector control, present article asks how this sovereignty conceptualises role Drawing from Regulatory Capitalism theoretical model, proposes has instead entered Mercantilist phase where it seeks reassert its over cyberspace, impose borders, accumulate data wealth reduce external actors whose values may not reflect those order. A new approach cybersecurity is emerging, non-EU can be as much threat powers, whom must secured.
